Slow ageing is a marketing term for steady, everyday care meant to let signs of ageing appear more gradually; it is not a category in Korea’s cosmetics law.

In Korea, only products reviewed by or reported to the regulator as wrinkle-improvement functional cosmetics may legally claim to improve wrinkles, and UV protection claims follow the same functional-cosmetics procedure.

So when you sell a slow-ageing product, check which functional claims it actually holds before you think about the label “slow ageing”. Here is what slow ageing skincare means and how the rules apply.

Step 1: Understand what slow ageing skincare means

Where “anti-ageing” suggests fighting age, “slow ageing” is used for a concept of accepting ageing while slowing its pace through daily care. It shows up in brand philosophies, product-line names and promotional copy.

Neither Article 2 of Korea’s Cosmetics Act1 nor Article 2 of the Enforcement Rule2 contains a “slow ageing” or “anti-ageing” category. The law defines types of functional cosmetics; slow ageing is a marketing layer on top.

Step 2: Identify which products may claim wrinkle improvement

Article 2(2)(b) of the Act lists products that help improve wrinkles as functional cosmetics, and Article 2(3) of the Enforcement Rule specifies them as products that ease or improve wrinkles by giving skin elasticity. Items 4 and 5 of the same article cover UV-related functions.

To claim these functions, each product must be reviewed for safety and efficacy or reported under Article 4 of the Act, and the pack must show the words “functional cosmetic” (기능성화장품) or the Ministry’s symbol (Article 10(1)8). Within one slow-ageing line, then, some products may be functional and others not. The wider system is explained in Korean functional cosmetics.

Step 3: Follow the claim rules

Article 13 of the Act bans labels or ads that:

  • could be mistaken for a medicine;
  • could make a non-functional cosmetic look functional, or differ from the review results;
  • otherwise deceive or mislead consumers.

The second point is the main trap for slow-ageing copy. Saying a non-functional product “reduces wrinkles” or “improves firmness” can be treated as a misleading functional claim.

Recent guidance matters too.

According to a January 2025 News Seoul report, the Ministry of Food and Drug Safety revised its cosmetics labelling and advertising guideline to add, as prohibited expressions:

  • claims that a product reduces skin age by a number of years,
  • claims of designation or recommendation by medical professionals (such as “for hospital use”),
  • references to human-derived ingredients such as exosomes, and
  • misleading descriptions of how a product is used, such as microneedle claims.

“Look X years younger” copy is common in slow-ageing marketing, so watch for it.

Step 4: Sort wording into safe, check and avoid

CategoryExamplesNote
Generally safe“Slow-ageing line”, “daily care”, descriptions of ingredients, texture and feelBrand concept and facts
Check evidence firstFunctional claims (wrinkle improvement, UV protection)Confirm the product was reviewed or reported, and stay within the approved claims
Avoid“Skin age reduced by X years”, “used in hospitals”, wording that evokes procedures, regeneration or treatmentProhibited in the guideline or drug-like

Article 14 requires factual claims to be substantiated, so any number or comparison needs evidence.

Step 5: What buyers should check

  • Functional status product by product: ask suppliers for review or report numbers.
  • Local rules: Korean wrinkle-improvement status does not carry over automatically; check how your market regulates wrinkle claims.
  • Translations: do not carry numbers or comparisons from Korean copy into your listings without evidence.
  • Related products: for sheet masks in a slow-ageing line, also check the sheet material and storage needs (sheet mask materials).
