Bottom line: Hong Kong retail sales at medicines and cosmetics outlets reached HKD 34.38 billion in 2025, up 4.2% for a third straight year of growth, but still only 69.4% of the 2018 peak of HKD 49.53 billion; January to August 2026 ran about 5.0% above the same months of 2025.

To track Hong Kong cosmetics retail sales, this article uses the “Medicines and cosmetics” line of table 620-67002, “Value and value index of retail sales by type of retail outlet”, from the Census and Statistics Department (C&SD) monthly survey of retail sales. Note that the line covers medicines and cosmetics outlets together; cosmetics cannot be separated out.

Definitions, sources and access date

  • Scope: C&SD table 620-67002, outlet type “Medicines and cosmetics” (Hong Kong Standard Industrial Classification Version 2.0), sales value in HKD million. Year-on-year changes are the table’s year-on-year percentage changes in the value index. The August 2026 figure is provisional.
  • “Share of total retail sales” divides the line by the table’s “Total” for the same year; it is our calculation. The January–August 2026 total of HKD 25,073 million against HKD 23,889 million for the same period of 2025 (+5.0%) is also calculated from the sales values.
  • The table is split by type of outlet, with separate lines for department stores, supermarkets and others. This line therefore includes medicines sold by these outlets, while cosmetics sold in department stores or supermarkets fall under other lines. It is not the same as total sales of cosmetic products.

What the numbers say

Halved in 2020, then a gradual recovery. Sales fell 50.0% in 2020 to HKD 21.51 billion, grew only slightly in 2021 and 2022, jumped 39.0% in 2023 and have risen about 4% a year since.

Still 30% below 2018. Sales in 2025 were 69.4% of the 2018 level. The line’s share of total retail sales climbed from 6.3% in 2021 to 9.0% in 2025, close to the roughly 10% of 2017–2019.

Every month of 2026 so far is up. January to August all show year-on-year gains, with February the strongest at +16.5%. Total retail sales for the same months came to HKD 266,075 million, 8.5% above the HKD 245,182 million of 2025, so medicines and cosmetics grew a little more slowly than retail overall.

For brands and exporters, this is a broad indicator of Hong Kong’s shop-floor retail climate rather than a measure of any one category. Because it includes medicines and leaves out department stores and supermarkets, decisions about specific products or brands still need your own sell-through data.
