The difference between export and Korean domestic version cosmetics comes down to which country’s rules the product follows. A domestic product sold in Korea must meet every labelling and safety requirement of the Korean Cosmetics Act.

A product made only for export, and not sold in Korea, may instead follow the importing country’s rules for a defined set of provisions under Article 30 of the Cosmetics Act1. That is why export versions can have a different label language, different label items and a different barcode, and why a formula can be adjusted for the destination.

An export version is not a lower grade, and a domestic version is not a better one; each is built for the market where it will be sold. What actually differs varies from product to product, so it is worth asking before you order.

Article 30: the export exception in Korean law

Article 30 says that products “not sold in Korea and intended only for export” need not apply the following provisions and may follow the rules of the importing country instead:

  • Article 4: review or reporting of functional cosmetics
  • Article 8: cosmetics safety standards, including prohibited and restricted ingredients
  • Article 9: child-resistant containers and packaging
  • Articles 10 to 12: label items, price labelling and labelling rules
  • Article 14: substantiation of label and advertising claims
  • Article 15(1) and (5), Article 16(1)2 and 3 and Article 16(2): the related sales prohibitions

Separately, Article 21 of the Enforcement Rule2 requires labels to be in Korean but allows products for export to be labelled in the language of the destination country.

Can an export version be sold in Korea?

The exception only covers products that are not sold domestically. If a version made to another country’s rules is sold in Korea, the full Korean labelling and safety rules apply to it. A pack without Korean labelling, or with an ingredient outside Korean standards, would put that domestic sale at risk.

The opposite route matters more to most importers. A Korean domestic product can be exported, but its label only meets Korean requirements. You may need to add local-language labelling, importer details or warnings to sell it in your market. Our guide to Korean cosmetics label requirements shows what the Korean label contains.

What buyers should check

  • Which version you are getting: ask at the quotation stage whether the goods are the Korean domestic version or an export version for a specific country. The product name can be identical while the label and barcode differ.
  • Whose export version: an export pack made for one country is not automatically right for yours. A label built for another market may not satisfy your regulator.
  • Date format: export packs may print dates in a different order. See how to read Korean cosmetics expiry dates.
  • Supply channel: parallel-imported goods usually carry the original market’s label, so this question overlaps with parallel import vs authorized distributor.
  • Formula differences: you cannot tell from the front of the pack. Compare the full ingredient lists and, where available, the brand’s own public statements.

Article 15-2 of the Cosmetics Act generally prohibits selling cosmetics developed with animal testing, but it lists exceptions, including cases where the law of the destination country requires animal testing for export. If you handle export-only products, check this provision as well.
